Quick 20min Keikyu or Monorail ride will get you to Hamamatsucho or Shimbashi. From there you have your choice of lines to pretty much get to any major ward of Tokyo if you had something specific in mind.
JAL should be able to hold onto your checked bags and any carryons can be left in the coin lockers at HND
