I’ve had success changing to nearby airports for changes of a lot less than 2 hours. Even for one minute the online change flight has worked for $0 upcharge.
Two things can be true:
1) The rule only allows for such changes with 2 hour changes
2) Sometimes folks have been able to make changes that they wouldnt be entitled to under the rule.
If you are making a booking counting on the ability to change your origin, you should recognize there's some risk that Delta will follow the rule and you wont be able to with a minor change.
