What state/agency is your EZpass from? If it's one that's in cahoots with the rental company/platepass opportunists (e.g. many of the NY ones) and doesn't allow "overlaid" accounts attached to a plate, then I wouldn't be surprised if they don't track on/off account times and just apply the charge to whatever account is currently registered. If it's one that does properly handle overlays with start/end date/times (e.g. MA), it should match the toll to the "top" account at the time of the toll itself.
