We know the TWOV rules are enforced if the traveler is on a Beijing 72/144hr TWOV that limits travel to/from

Shijiazhuang Zhengding International Airport
Qinghuangdao Port
That means the exit point is checked on a 72/144hr TWOV; now it just needs an officer to question why the passenger is attempting a R/T to SZX on a 24hr TWOV and there COULD be issues.
Personally I'd not feel comfortable trying this, unless there was no real harm/damages in being denied.
