If so, do the funds have to be used within one year of the travel agency charge? And they can be used for anyone's travel?

Thanks...
The answer is that it depends. Usually, it goes back in a voucher (not wallet) to be used through that same agency. However, I have, in multiple cases, had funds go to my wallet from multiple agencies when I changed flights. I have never cancelled, though.
