As to the location of your stopovers, no one said they need to be in the same places IIRC, it was said they can't be in the same zone where your round trip originates / ends. So DEL is fine in your example, FRA is not as it is in the same zone than WAW.

At least that has been the case for my (30+) SE Asia - Europe - SE Asia RT Biz redemptions. I start in SIN and was never allowed to stop in BKK or HAN or such, transit under 24hrs is fine, but a stop was not. I could stop in VIE though on the way to say FLR, no prob.
I did it twice all Biz:

BRU-LHR-ADD(stop)-NBO // DOH-ADD-KGL(stop)-BRU for 70k Miles + 450 EUR
RUH-FRA-HAM(stop)-BCN // BCN-BRU(stop)-ADD-CAI also for 70k Miles + 300 EUR

There are general rules that need to be observed:

1. Max. 2 stopovers, one each direction
2. Either: Origin & destination must be in the same country or: the point of turnaround is the same (no open jaw), see my routing above. Hypothetically RUH-FRA-HAM(stop)-BCN // LIS-BRU(stop)-ADD-JED shall still work as RUH and JED are in the same country even though PoTA is BCN/LIS open-jaw.
3. There is no MPM, but PoTA is defined as the longest distance from origin. RUH-FRA-HAM(stop)-IST // BCN-BRU(stop)-ADD-RUH will not work for 70k Miles as HAM is the farthest from RUH. This routing is possible, but it will break at HAM and costs extra for the HAM-IST segment.

In your case, it is correct that you cannot stopover in BKK/HAN or any other gates in SEA region but you can stopover twice, one before your European PoTA and one after, e.g.: SIN-BKK(24h)-VIE(stop)- CDG(PoTA) -FRA(stop)-SIN(24h)-KUL. Again, be careful that SIN-BKK-LHR-IST-FRA-VIE-BKK will cost you extra due to LHR-IST backtracking. However, BKK-SIN-IST(stopover)-LHR(PoTA)-IST-VIE(stopover)-BKK will work for the normal price despite BKK-SIN and IST-VIE backtracking as BKK-LHR is what is counted as the farthest distance.
