I'm a Vegas local and just checked in at 11am for 5 nights.
Registration was long and I didn't want to wait so I used the kiosks to the left of registration to check-in. The Hyatt confirmation # doesn't work and you need a Rio one. There was an employee manning the kiosks and he was able to find my confirmation and we used that to complete check-in. FYI I booked a standard King and was given a renovated King on the kiosk.
The kiosks were supposed to print out room keys, but there were no printers attached. The employee said the machines are new and just installed and he didn't realize the printers weren't attached so he sent me over to the VIP check-in.
Went to VIP check-in and got my keys there. I asked the front desk agent if resort fees are waived for Globalists and she grabbed a sheet of paper to look through the benefits and confirmed that they are waived. She had to go get a manager to remove the fees from the reservation. I asked about breakfast and she confirmed hash house just like 777 global stated. I was told up to 2 adults and 2 kids were included.
I was in a hurry to leave so wasn't able to confirm about the 27.99 per person, the beverage credit, if tips are included for breakfast, or about valet as self parking is already free.
I did this as a mattress run and don't plan on staying at the property. I didn't even go up to check out the new rooms, but if I have time I might head there later this week with the family to grab breakfast and check out the rooms. Who knows, maybe I'll stay a night or 2.
Edit to add:
I forgot to ask, but Globalists at least could probably just go to VIP to check-in from the get go. I wasn't even really questioned when I popped in there. YMMV.
