Pretty sure that's in the Magna Carta.

But seriously, I think it makes sense for them to have a clear rule on this, and that rule is departures and connections only. It might be nice to enjoy something at the lounge before you head home or to your hotel, but that's not really what these lounges are about. You're done traveling at that point.
