Within the last two years. YYZ-IST-CAI was upgraded two days ago. Note, there doesn't need to be a J-fare published for the route in order to upgrade, there only needs to be availability in J on the particular segment/route. Most of the journeys I have upgraded do not have a published J-fare (usually K is lowest), especially when it was purchased as a one-way trip.
Where are you checking J availability for TK. Earlier Matrix used to be somewhat reliable but now just seems to be publishing ghost TK fares that cannot be counted upon at all..

The criterion for business upgrade is not published anymore by TK. You have to buy a ticket first, and then check the ticket itself. It has been seen by trial and error that if you have four seats in J booking class, there’s a good chance to secure an upgrade, but as said, it’s not guaranteed unless verified using an actual ticket. So I tried the option published here by booking a fully refundable ticket on a US website and checking availability using miles and it showed me availability for two sectors (IST-IAH on the outward and IST-BOM on the return) to be possible to upgrade using miles. I went ahead and make a booking on the TK website, paid for it and called the helpline and it said only IST-BOM was possible to upgrade using the voucher. Went back to my booking and now only IST-BOM was showing as upgradeable using miles and IST-IAH was not showing up. Is TK being sneaky or was I just unlucky and someone snared the last available upgrade in the few minutes it took me to book and call? Anyone have any such experiences?
