Baggage limits and fees
The number of bags you can check depends on your destination. Checked bag fees apply with some exceptions. All bag fees are non-refundable and apply per person, each way. Additional fees may apply for overweight / oversize bags or specialty items.
Also, you may have to pay bag fees again if:
- You are connecting on another airline
- Your connection on American is more than 16.5 hours later
The main point of this term is about bag fees. If all legs are business class, we should not pay any bag fees for our 2 bags (<50 lbs). Since next flight is Japan Airlines. it's more related to the interline agreement. I found an example (

As you suggested, will contact local airport agent. They ultimately decide whether the bag can be through-checked to final destination or not. Thanks!
