You won’t be able to send anyone cash if you don’t already have a balance of money in your wechat wallet or Alipay wallet. To get that money you do need someone with a Chinese bank account to send you some money. Once that money is in your wallet you can then send it to someone else. You’ll never be able to transfer money to someone else using just your foreign credit card as that is like taking a cash advance on your credit card and it won’t be allowed.
