I'm probably the least experienced out of every single person on this forum but to my knowledge of dynamic pricing it has nothing to do with targeted offers for individuals - rather pricing moves as more seats are sold. So my presumption is that a VPN does not do anything for you to affect the pricing that you see for a flight.
