Everything that I've encountered so far seems to be indicating that having a Chinese bank account is a prerequisite to send and receive money to friends/family/etc (at least for WeChat/WePay). For AliPay maybe there's no prerequisite to receive (yet to be determined) but it appears the same prerequisite of having a Chinese bank account exists in order to send money.
