With WeChat, iirc he did all of verification steps except for the Chinese bank account and then contacted customer service (I don't know if he called or used the in app bot) to get an exception.
He would have survived without WeChat pay, but he was glad he put in the effort to get it working because it comes in handy in group settings.
For sure my wife and I cannot send anything to each other because we don't have mainland China bank accounts. I'm assuming you have such a bank account and that's why you were able to initially send him money. It sounds like WeChat will block users by default if they don't have a mainland China bank account but try to receive money from another party and it sounds like AliPay doesn't have this same restriction (only restricts you from sending money unless you have a mainland China bank account).
I think we will have to contact WeChat customer service to ask for the exception and then try to find a relative or someone with AliPay and Chinese bank account to test sending us money via that.
