A friend of mine without a current Chinese bank account visited a few months ago, and I had no problem sending him money to use in alipay. WeChat took a few more days to sort out, but he got it working too.
Not sure what the deal is with WeChat but my wife couldn't accept payment from her friend and it said the reason is that we don't have a Chinese bank account...
Same friend doesn't have or use alipay so guess we'll have to see if someone else has that
