This is outside of the context of my question. My wife just had a friend try to test sending her some RMB and she couldn't get it because it said something about needing to have a Chinese bank account. I don't know how we will be able to top our Alipay or WePay accounts up given this.

If I want to pay a private tour guide or private party/relative/etc, will they be able to accept payments made from WePay/AliPay that are backed with a foreign CC? I know for Venmo and Paypal, you can only make those kinds of "private transactions" with the money coming directly out of your bank account...
