Does AA post misleading arrival times on airport monitors?

Flight AA1140 from SAT to DFW on 1/15/04 landed at DFW at about 6:59pm, but had to wait about 25 minutes for a gate, so passengers didn't start leaving the aircraft until about 7:25pm.

When I checked the departure/arrival monitors in the arrival terminal, they displayed an actual arrival time of 6:59pm for the flight (i.e. when the plane landed, not when passengers were able to leave the aircraft).

1. Why would the monitors show the landing time instead of the gate arrival time?

2. Is the actual arrival time determined by AA or the aiport?

3. When other AA gate agents check the status of the flight, do they see the landing time or the gate arrival time?

4. Which time is used when publishing statistics for on-time performance, is it the landing time or the gate arrival time?
