Phoning this number late European time and choosing the English option I usually get answered by an agent in Canada (Peterborough ON) which is daytime working hours there.
I find these agents to be the most knowledgeable and helpful. If you are unlucky and get Manila, then hang up as they are useless, unless you have a simple issue, but even then they can have problems.
The agents in Capetown SA are variable, some better than others, but Canada by far the best.
