How to force Qatar to respond to lost bag under the Montreal Convention ?

Qatar airlines lost my baggage with about $2500 USD worth of stuff in it. They have offered me $150 for "the delay". It has been 50 days. I cannot get them to admit the bag is lost and pay me under the montreal convention. There is no phone number to connect to, as the only way to get a hold of baggage is over chat. The chat people essentially tell me to F off. I have sent an email to their customer service email making my Montreal Convention claim known, but again ignored.

Essentially there is no way to force Qatar to do anything. There is nobody to get a hold of.

I am a US citizen. I flew from IAD to HAN (Dulles to Hanoi via Doha) on January 17th 2024. They lost my bag. I filed a complaint right away at the Hanoi airport so at least there is proof that I did not receive my bag.

The bag is gone. It has been 50 days. The only thing they have offered me is $150 for the baggage delay. After 21 days they are supposed to claim the bag lost and reimburse me (up to the cap). There is no way to get this process started with Qatar airways. I am at a loss of what to do other than initiating a small claims suit against them which takes ages.

Anybody have recommendations? I have blasted them on Twitter, Facebook, etc and still nothing.
