The lead up to the time when award seats are released (9:00 am JST) is always slammed. Having to play the phone tag/time things right game sucks (I had to do it earlier this year). That said, any time I've called after 9:10 JST or so, or before 5:00 JST I've gotten through in under 30 minutes.
