This is something common with AA (maybe DL) where you need to search segment by segment and then sometimes just call in to have an agent put the award you want together.
1. Just book a flexible award - then if J shows up either you cancel and rebook for free (if available for the whole itinerary) or call in to upgrade, or do the change online.

2. LH is more likely to do the opposite, actually - they might only show that they have FRA-SFO available in J if you search for FLR-SFO, because they might only be selling it if married to another segment. Search both direct and connecting to be safe. Sometimes, an agent can "stitch" segments together if they don't show up as one big route, as long as the max mileage rules and region rules aren't violated.
