I'm not sure of the situation with medicines in Vietnam, I expect it's fine, but if it is steroid then you really must not stop the course of treatment midway, so I would see the point in putting one canister in hold luggage, another perhaps half used in hand luggage, just in case of some accident or damage along the way.
My only issues with this are LGW, where I have on multiple occasions been questioned about why I have multiple inhalers (despite having prescriptions for all of them). I guess they were going for the "only amount you need for the trip" angle, but I can't exactly split up an inhaler, so not sure what I was meant to have done.
