Finally got it to work.
If anyone else gets this problem in the future this is what to do.
Delete the card or remove broken iPhone from your Apple ID device list.
add Suica to apple wallet via app and select previous cards.
Re add suica card, card will say activating.
Wait a full day.
The next day making sure it is after 5am Japan time delete suica card, and then re add card via apple wallet, and the card should now work.
