Three hours should be enough to do it. FWIW, I arrived around 7:30pm last Friday and immigration was nearly empty of arrivals, got through in a matter of minutes. The customs lines were a little longer, say 15 or so. The past year or so, every time I have gone through customs they are scanning all bags, no "nothing to declare" line.
