Just for other people who may not know, every airline must have a CRO (complaint resolution official) for disability issues. If the pilot or gate agent isn't there to help you get a wheelchair, you can demand a CRO to get it fixed (call airline and demand for one). I should check if any airline for fined for violating this (not making cro available, or violating disability access)

Edit: this has list of enforcement orders for disabilityrelated, UA last fined 2016 for not timely eturning mobility devices or breaking them, or not providing assistance deplaning/a inside airport. It mentioned a pilot program for app to provide realtime update/requests - is it in the UA app right now?
