My iPhone 14 recently broke, apple have replaced the iphone but when trying to restore card from apple wallet the Suica says that your card is being activated and stays like this.

Is this normal or is there a problem.

The old iPhone is no longer in my device list so I am unsure what to do.

Has anyone else had this issue before.

I can see normally you would need the old iPhone to transfer it over but that is not an option.
