If you are travelling onboard to a domestic flight and already have lounge access via status then that right isn't anything additive.

I guess to be not confusing they probably should have specified that it applies to domestic arrival flights only (as otherwise you would already be entitled)

It is not limited to domestic arrival. Usual transborder arrival (for US MLLs) also works. Also for most Canadian airports an international/transborder arrivals connected to another flight (not necessarily AC or domestic), you can still use the arrival privilege.
