AC doesn't have an arrivals lounge. To access any MLL, you have to be permitted to access the portion of the airport where that MLL is. Coming back from INTL/TB, without an onward flight and associated boarding pass, you're not permitted to be in the domestic part of the terminal at YYZ, full stop.
