What are my options re: cancelled/rescheduled flight?

Hi all, hoping I can get some assistance here. Here's the story:

Booked a nonrefundable flight (NAP-CDG) on ITA Airways via Booking.com for June. The original itinerary:

NAP-LIN Departing 2:50PM, arriving 4:10PM
LIN-CDG Departing 5:10PM, arriving 6:35PM

About 1.5 weeks ago I received a notification from ITA Airways that the original LIN-CDG leg had been cancelled and has been resccheduled to a later flight, departing at 7:10PM and arriving at 8:40PM, which doesn't work for me. Called ITA and was told that any changes/cancellations/reschedule requests needed to be made through Booking.com, but that there should be no change or cancellation fees incurred because the itinerary change was made by ITA.

So I called Booking.com and was told that since the scheduled arrival time was within 2 hours of the original arrival time, I was not entitled to cancellation or rebooking without fees. I pointed out that the new arrival time DID fall out of the 2 hour time window (8:40 vs. 6:35, beat it by 5 minutes) and requested to be rebooked on an earlier NAP-LIN-CDG itinerary that departed at 11AM and arrived at 4PM. I was told that they needed to submit this request to a different group at Booking.com and they'd get back to me. That was 1.5 weeks ago. I called again last week to check on the status of this request and was told they're still working on it and they'd call me when they had more information.

So my questions are:

- Since it was the airline itself that cancelled the 2nd leg of the itinerary and arbitrarily rebooked me onto a later flight which is inconpatible with my schedule, is what I was told by Booking.com (the 2 hour window) legit or hogwash?
- Should it take this long to resolve this issue? All I want is to be rebooked onto an earlier flight. If Booking.com can't do that, then would I be entitled to a refund despite cancelling a nonrefundable ticket?
