Indeed it is. A few people left because their flights were boarding, others had tried before and not had time so were back again. 2-3 hours appears to be common at YYZ T1 (in fact, the CBSA officer advised me to allow at least 2 hours). Hopefully other ports are quicker.
YVR was an hour. It is best to check in at lobby with luggage 3 hours before departure. Without luggage and has a boarding pass, one can go through at any time.
