Front line customer service agents are unlikely to know the specifics of fraudulent transactions, and the people who do know are not likely to share that information outside the company. I don't think physical cards are typically involved in this type of Card Not Present fraud, but (example) people working at the card fabricator would seem to have access to fully printed cards before they are shipped.
