Indeed, but if I were looking for a new credit card today neither American Express nor Capital One would explicitly tell me that their Priority Pass benefit excludes a feature that their competitors pay for. This is a Priority Pass branding problem, they need to differentiate the memberships.
AMEX and C1 are clear with the PP benefits and even list fewer PP locations than the competitors who offer restaurant benefits such as CSR. PP has always allowed the issuer to select the benefit level.
