You are lucky, two weeks ago entering Japan in Haneda T2 one in our party was a TTP holder and told to go through regular (and long) lanes after filling out all paper documentation.

Afterward since the lines were never long, I never bothered to ask again. But given the increasing arrivals at T2, would be great if priority lane is an option.
I don't think there is a policy. It looks like TTP card readers are only installed and functional in Narita and Haneda T3. Having entered several locations without TTP card readers in the last six months with a card holder I can tell you he was never invited to use the priority lane.

So far, TTP has not been the time saver we were looking for. If you use NRT and HND T3 it's great.
