Yes, then why wouldn't you get an ABTC card. And the fast track system is not legitimate anyway. The service providers are just giving money to immigration officials in order to cut in line. You can give 500k dong to virtually any official there and they'll walk you to the head of the line.
And hotel cars will always involve a massive surcharge, but enough people just prefer to pay more for the known quantity of a luxury hotel car rather than leave things to chance with an Uber/Grab/taxi.
Yes, but not 20x the normal cost. And BTW, Grab nowadays in VN is just as reliable if not more so than the the PH service.
