Non-refundable in terms of ticket means something specific. It simply means that it is not necessarily refundable for free. It doesn't mean it's not refundable at all.

Same with non-changeable. It doesn't mean can't change at all. Just that there's no guarantee that a fee might not be involved. Ie DL Basic Economy fares. They will say NON-CHG, but can be changed for a fee.
