It's 0.02am GMT right now and the deadline for cancellation is still Feb 22, 11.59pm hotel time.
This also applies to one of the resorts which you used in one example: the RC Langkawi.
Right now, it still shows Feb 22.

Edit: I tested random hotels and they indeed show Feb 23 now. In Langkawi all hotels still show Feb 22. Seems to be a special rate...
