Much as I sympathise with your issue (and others in a similar predicament) anyone with any knowledge of the system will know that this is incorrect and unfortunately your wife has misinterpreted it. Any photo that comes up when your passport is scanned is taken from your passport chip and photo page.

I suspect that she’s probably seen someone else being processed.
