You really don’t need to carry a second bag, simply get a light nylon bag like pictured above put must haves in the bag in your carry on if forced to check pull it out of the bag prior to handing over, as for bag size as long as it isn’t huge and there is room unlikely for anyone to question but if you have the small bag inside you are ready in case of an issue
