The folks who build the railways wouldn't get anything done if they asked for the money to build a whole railway line, so here's how it works - They construct a partial line and then present it to the country as a fait-pas-accompli, which needs to be finished. At least that's how the Kyushu Shinkansen was brought into existence IIRC.

It's rubbish because it's kind of meant to be rubbish. Rubbish with a promise of greatness.
