The confusion continues. He does not say if he is talking about Cathay Pacific Group which includes HK Express or Cathay Pacific Airline (CX) which excludes it. Since HK Express is already way over 2019 capacity (maybe more than 200%) the comment can be very misleading for people who think that it is for CX. Indeed the CX fleet has shrunk with the disposal of a bunch of old A330s so it may not be possible for CX to get back to 2019 capacity before receiving some 777-9s.
It is always "CX Group", Cathay Pacific + HK Express. HK Express said their capacity should be at around 130% of pre-pandemic level by the end of 2023 and at 170% by the end of 2024.
