"Amex Travel" and "Amex Global Business Travel" are not closely related. Amex Travel is a consumer product which has been outsourced to various online travel agencies since at least 2004. It is currently operated by Expedia. Amex Global Business Travel is a joint venture formed in 2014 between American Express and Centares Management. NDC compliance by one tells us nothing about compliance by the other.
