It's very clear in the Marriott Bonvoy Loyalty Program Terms & Conditions.

— For these brands: St. Regis, The Luxury Collection, W Hotels, Sheraton, Le Méridien, Westin, Tribute Portfolio

— Elite Welcome Gift for Platinum Elite Members and Above: 1,000 Points per Stay or amenity per Stay or breakfast in restaurant per night of Stay for Member +1 (including Resorts)

— Guest Compensation (Participating Properties outside the United States will pay the equivalent in their local currency): U.S. $100

Although there are rogue hotels that seem to do whatever they want, they really can't do that.

Unless a daily $25 credit is sufficient for daily breakfast for two at the W Fort Lauderdale Hotel — which is extremely unlikely — the hotel is in clear violation of the Terms & Conditions.

It would have been appropriate to ask for Guest Compensation — in addition to insisting that the hotel provide daily breakfast for member plus one, as promised and published in the Terms & Conditions (a legal document).

Perhaps the front desk agent was poorly trained and inexperienced. Perhaps there was misunderstanding and the agent was referring to a different credit, such as the credit that some hotels provide in connection to a destination fee.

Marriott needs to do a better job enforcing elite benefits. A small percentage of rogue properties are alienating Marriott Bonvoy elite members and making them question their loyalty. That's bad for Marriott International and bad for the vast majority of properties that play by rules (or even make an effort to delight elite members).
