The 10% fee via JAL is for award tickets issued via JMB. If you issue an award via Cathay, you would need to call JAL to price out the infant booking. I don't know what they charge for that.

There is a website somewhere that has been mentioned that has a lot of details on award pricing for infant travel, I have seen it mentioned on FT but never really looked at it. But you can probably Google your way to it.
