Yes, in my experience if you purchase the upgrade offer you should be able to SDFC/CFC to any eligible routing that still has J availability. The app/website will not offer the option to downgrade back into Y. IME, YMMV if you call in and find an agent willing to downgrade you back to Y. If you are successful in getting back into Y, you can submit a refund request for the buy-up that will eventually be refunded with enough effort.
