Kakao Taxi should work for areas outside Seoul like Incheon Airport and some parts of Gyeonggi-do. It might take a bit longer for a taxi to arrive the further out you go from the city center. But it's definitely reliable within Seoul. And adding foreign cards is easy now like mikesaidyes mentioned. Personally I'd just take the short time to set up Kakao Taxi since it works much better than Uber for taxis here.
