Well, because free selection is offered as part of a regular economy fare with UA. I don’t necessarily know that if a flight is on a partner airline they have different fare rules regarding luggage and seat selection.
And because if you book a DL ticket on a KL flight (Skyteam partners) the fare rules are harmonized for TATL across partners. But that was assuming too much from UA and SN (LH?).
