There's no reason why not (in HND at least). I didn't get mine on arrival, but got it during my stay, not immediately prior to departure.
Procedure today at HND T3:
Got stamps from 7/11 on the departures floor, same floor as the TTP booth. Went to the booth near the "A" check in desks at 11am with passport, stamps and Platinum card (no printouts). There was nobody in front of me. Whole process took 15 minutes, fingerprints took two attempts. It felt quite hot due to the sun shining directly through the big glass windows down onto the booth, so that probably helped with the fingerprinting - slightly sweaty hands!
Not a big fan of the whole thing given that in my country (UK), Japanese citizens can freely use the same e-gates as UK citizens with no pre-screening, pre-registration or stamps required, and no requirement to carry passport or ID around either.
