As of today, this problem is still occurring. I transferred from Amex to Lifemiles yesterday (Feb 11th) and despite the miles showing up under Recent Activity in my LifeMiles account that the miles have been transferred, my account is still at 0 LifeMiles.

Yes! I am having this issue as well. I transferred miles on Tuesday 2/13 from CapOne, and it was instant, no problem, booked our outgoing flight. Perfect. Finally on Thursday 2/15 I had time to look at our return flight, and Avianca was still looking like the best deal, so I transferred miles that evening, and as of now, 48 hours later, nothing. No miles. No confirmation email. I called CapOne earlier, and they said it is not on their end and I needed to call Avianca. So I just now called Avianca. I did not have to wait long, but the customer service agent was not super helpful and said I have to wait 72 hours. So I am hoping to see the miles by tomorrow evening, and if not, I'll be calling back and asking them to escalate. (Tip: Use the Canadian number as the number listed for the United States has a recorded message that I unfortunately could not understand and then hangs up.)
