There were some ATC strikes that day which may have caused problems, but that isn't going to affect (for example) the slowness of ground operations at LHR. Had that not happened, would you have definitely been at Flight Connections more than 35 minutes to the actual (not planned) departure time of your connection? If so, then you probably need to go to CEDR since BA by policy won't usually engage in detailed responses in normal correspondence.
