You are only charged if you answer a call whilst roaming. If you configure an immediate divert to voicemail before you leave the UK there is no chance of you being charged for an incoming call.
Agree that 2FA in an app would be preferable, and although it's not as secure as it could be SMS is still a lowest common denominator especially for users who are less technically adept.
